Principle: The default ruling for acts of worship is prohibition and restriction until evidence establishes their legitimacy, while the default ruling for transactions, actions, and objects is permissibility.

Machine translationRead the Arabic original
The Shaykh : Therefore, among the established principles among the scholars is: "The default ruling for acts of worship is prohibition and restriction until evidence establishes their legitimacy". Pay attention to this principle. What is the default ruling for acts of worship? It is prohibition and restriction until evidence establishes their legitimacy. Allah the Exalted said:
Or have they other deities who have ordained for them a religion to which Allah has not consented? أم لهم شركاء شرعوا لهم من الدين ما لم يأذن به الله
[Ash-Shuraa 42:21]
This is a denial of legislating anything in the religion that Allah has not authorized.
On the contrary, the default ruling for transactions and actions is permissibility. The default ruling for transactions, actions, and objects is permissibility.
Transactions, for example, include buying and selling, leasing, pledging, endowments, and so on. Their default ruling is lawfulness until evidence establishes prohibition.
So if someone were to say to you, "This sale is forbidden," what would you say to him? I would say, "Bring the evidence." If you bring evidence, it is upon my head and eyes, otherwise the default ruling is lawfulness.
The default ruling for actions is also lawfulness. Here we mean non-worship actions. The default ruling for actions is lawfulness. So if someone were to say, for example, "Your action is forbidden," why, for example, do you put this item in your house? Why do you put this thing in your car? Why do you put this thing on your pen? Why do you put this thing on your garment? What is the default ruling? Permissibility.
We say: "Bring the evidence that this is prohibited," and it is upon my head and eyes.
The default ruling for objects is lawfulness until evidence establishes prohibition. What are objects? They mean things like food and drinks, as well as vessels and others. Their default ruling is lawfulness until evidence establishes prohibition.
