As for the first part, which is our stance toward our Muslim brothers in Yugoslavia, it is obligatory for us to do what we are able to do in the way of supplicating for their victory, that Allah suppress their enemies, and that Allah guide the rulers of the Muslims so that they boycott everyone who helps those fighting them in their fight. If the Muslims were to boycott every nation of the Christians that supports those warring against our brothers, it would have a great impact, and the Christians and non-Muslims would know that the Muslims are a power and that they are one hand. So our stance, as we are one of the peoples, is to call upon Allah for their victory and for the humiliation of their enemies. We ask Allah to grant them victory and to humiliate their enemies, and to spend from our wealth what benefits them, but on the condition that we are certain it reaches them, because this problem is the obstacle standing in the way of people: who will deliver this money to them? And is it possible for it to reach them? If we find a trustworthy hand that delivers the money to them, then spending money for them, whether from zakah or from other than zakah, is permissible. I say it is permissible in the sense that it is not forbidden; rather, it is required, because supporting the believers in any place on earth is considered supporting Islam. Yes.
