What is the ruling on Islamic anthems accompanied by the hand drum, given that they are spirited and have good meanings?

Machine translationRead the Arabic original
The questioner : And this is asked regarding the fact that some Islamic anthems are accompanied by the hand drum, knowing that these anthems are spirited and their meanings are good. What is your opinion?

The Shaykh : Much has been said about Islamic anthems, and I have not listened to them except for a long time. When they first emerged, there was nothing wrong with them; they had no hand drums, were performed in a manner free from fitnah (trial or discord), and were not on the melodies of forbidden songs. However, in reality, they developed to include a beating sound, which could be a hand drum or something else. Then they developed further by choosing those with beautiful, captivating voices. They also developed to be performed in the style of forbidden songs. Therefore, there remains some unease and concern about the matter. One cannot issue a ruling that they are permissible in all cases, nor that they are prohibited in all cases. But if they are free from the matters I mentioned, they are permissible. As for if they are accompanied by a hand drum, or if those with beautiful, captivating voices are chosen for them, or if they are performed on the melodies of degrading songs, then it is not permissible to listen to them.
