If his status as a Companion is not established, then it is obligatory at that point to know that he is a trustworthy, precise, and memorizing person. He has none of that at all. Therefore, he is a Tabi'i. This is the first defect, so the hadith is mursal (a report missing the Companion link). Second, he is unknown and not recognized for his justice. This is the second defect.
