The questioner : Is it permissible for a Muslim to delay the two voluntary rak'ahs of Fajr until after the obligatory prayer, especially if the servant is late for the prayer and fears that the time for the prayer will pass?

The Shaykh : If he hears the iqamah for the obligatory prayer, it is not permissible for him to pray the voluntary prayer, due to the saying of the Prophet (peace and blessings be upon him):
When the Iqamah has been called for the Salat then there is no Salat except the obligatory. إذا أقيمت الصلاة فلا صلاة إلا المكتوبة

As for if he began the voluntary prayer before the iqamah was called, and the iqamah was called during his prayer, we say: if he is in the second rak'ah, he should complete it briefly, and if he is in the first rak'ah, he should break it off and join the imam. If he is unable to pray it before the Fajr prayer, he should pray it after it, meaning immediately after the Fajr prayer, or he should delay it until the sun has risen the length of a spear, and then pray it after that.
