And you, I believe, all know the saying of the Prophet (peace and blessings be upon him):
I was commanded to fight the people until they testify that there is no god but Allah and that Muhammad is the Messenger of Allah. When they say it, their blood and property are protected from me except by right, and their reckoning is with Allah (Blessed and Exalted is He). أمرت أن أقاتل الناس حتى يشهدوا أن لا إله إلا الله و أن محمد رسول الله فإذا قالوها فقد عصموا مني دماءهم وأموالهم إلا بحقها و حسابهم عند الله تبارك و تعالى
Therefore, regarding this Muslim who testifies to this testimony, it does not escape us or pass us by that he may say it while being a disbeliever in the truth and the correct creed it indicates, because this is the nature of the hypocrites who existed even in the earliest, brightest, and purest era, the era about which the Messenger (peace be upon him) said:
The best people are those living in my generation, and then those who will follow them, and then those who will follow the latter خير الناس قرني ثم الذين يلونهم ثم الذين يلونهم

Did he treat them like the Jews and the Christians, imposing the jizyah on them so that they would pay it with their hands while they were humbled? Or did he apply the rulings of Islam to them? He applied the rulings of Islam to them because they testified with their tongues. As for their hearts, it is as stated in the previous hadith: their reckoning is with Allah (Blessed and Exalted is He). This confirms for you the meaning of which is that Islam builds its rulings on what is apparent to people. Therefore, it was among the rules of the scholars of fiqh and usul that we judge by the apparent, and Allah takes charge of the secrets. This is derived from several authentic hadiths in the correct Sunnah.
