Is there a scientific rule regarding female circumcision and the disagreement among regions, and its impact on their circumcision?

Machine translationRead the Arabic original
The questioner : ...circumcision and the difference between men and women

The Shaykh : Yes.

The questioner : And you also mentioned that there are differences between women in hot countries and women in cold countries.

The Shaykh : Correct.

The questioner : Do you, Your Eminence, base this on a scientific rule ...?

The Shaykh : Of course, we convey what is established by the scholars, first in the books of jurisprudence, and also by the doctors in their anatomical studies!

The questioner : I meant, I meant by scientific rule, the doctors and biologists ...?

The Shaykh : May Allah reward you, I think I have answered your question. First, I said that the jurists mention this, and second, the doctors mention this fact in their anatomical studies. This issue has been studied in recent times in medical scientific journals in Cairo, and among them are religious journals that have transmitted this fact from medical scientific books, which I have clarified. Among them is the old magazine *Nur al-Islam* (Light of Islam), which is published by al-Azhar, and then it started being published under the title *Nur al-Islam*. These are known facts from the scientific and medical aspects, and of course, we do not say anything without knowledge. But it is not hidden from you that I am not a doctor, and even if I were a doctor, I am not an anatomist. A person may be an internal medicine doctor and know nothing about anatomy, and vice versa. Sciences are specializations, and it is obligatory for every scholar to specialize in one science and then benefit from the specialists in other sciences. My case here, regarding what I said about distinguishing between women in hot countries and women in cold countries on this same subject, is that I am a transmitter and not a scholar. No one among people, no matter how more complete than me, can be like me, meaning any human being. A man may have knowledge of grammar but no knowledge of exegesis, no knowledge of hadith, no knowledge of jurisprudence. So what is his duty? If he speaks about jurisprudence, he should say, "I heard such and such an issue discussed in hadith," and so on. Because these are matters of specialization, and Allah the Exalted says:
So ask the people of the message if you do not know. فاسألوا أهل الذكر إن كنتم لا تعلمون
[An-Nahl 16:43]
This is my answer.
but over every possessor of knowledge is one [more] knowing. و فوق كل ذي علم عليم
[Yusuf 12:76]
If you have something, please benefit us in this regard. Welcome and easy.

The questioner : No, I wanted clarification.

The Shaykh : Welcome and easy as well.
