The Shaykh : It remains for us to bring the evidence that indicates the permissibility of a menstruating woman reciting the Qur'an; because we previously mentioned that the hadith:
A person in a state of janabah or a menstruating woman does not recite the Qur'an لا يقرأ القرآنَ جنبٌ ولا حائضٌ
despite the weakness of its chain, is contradicted by authentic hadiths. We mentioned the hadith that contradicts it regarding the state of janabah, and now we must mention the hadith that concerns the menstruating woman, and that it is permissible for her to recite the Qur'an while menstruating.
Al-Bukhari narrated in his "Sahih" from the hadith of the Lady 'A'ishah (may Allah be pleased with her) that when she performed Hajj with the Prophet (peace and blessings be upon him), and when they stopped at a place before Mecca known as "Sarif," the Messenger (peace be upon him) entered upon her and found her crying. He said:
What is the matter with you, why are you crying? Perhaps you have given birth?! ما لَكِ تبكين ؟ لعلك نفِسْتِ ؟!
. She said: Yes, meaning: I am menstruating. She said: Yes. He (may the prayers and peace of Allah be upon him) said:
That is a matter that Allah has decreed for the daughters of Adam; so do what the pilgrims do, except that you do not perform tawaf until you become pure ذاك أمرٌ كَتَبَه الله على بنات آدم ؛ فاصنعي ما يصنع الحاجُّ غير ألَّا تطوفي حتى تطهري
, and in the hadith of Jabir in "Sahih al-Bukhari" he said to her:
Do what the pilgrims do, except that you do not perform tawaf and do not pray اصنعي ما يصنع الحاج غير ألَّا تطوفي ولا تصلِّي
; so the hadith indicates that what the woman is prevented from regarding prayer and what concerns recitation is only that she does not perform tawaf. This indicates by the concept of the opposite that she may approach the House, and that she may enter the Sacred Mosque, but she does not perform tawaf. Likewise, the hadith forbade her from praying, so this indicates by the concept—also—that she may remember Allah and recite the Qur'an; because she was ordered to do what the pilgrim does. What does the pilgrim do? Does he not recite the Qur'an? Yes, he does. Does he not enter the Sacred Mosque? Yes, he does. Just as he performs tawaf and prays, so she was prevented from tawaf around the House and prayer, and what is other than that was made permissible for her, such as dhikr, reciting the Qur'an, and entering the Sacred Mosque.
So this established text from the Prophet (peace and blessings be upon him), which was issued by him at the end of his life, was evidence that it is permissible for a woman to recite the Qur'an while she is menstruating; because only prayer was forbidden to her. This indicates that reciting the Qur'an is permissible for her while she is menstruating. Likewise, the hadith indicates that in the time when it is not permissible for her to pray, it is permissible for her to enter the place of prayer; which is the Sacred Mosque.
For the reason mentioned above, we, the Salafis, find no obstacle to a Muslim reciting the Qur'an, and likewise a menstruating woman who is in a state of janabah, and she is menstruating; likewise, we find no obstacle preventing a Muslim from taking the Qur'an while he is in a state of janabah. This is regarding permissibility.
