There are two hadiths; this is one of them, and the other is
Had I not been sent, 'Umar would have been sent لولا لم أبعث لبعث عمر
. One of them is hasan (good) and the other has a weak chain of narration. I believe the first one is the hasan (good) one. The first one is hasan (good).
