The questioner : The Hadith of Jibril when he came to the Prophet (peace and blessings be upon him) and said: "What is Islam?" The Prophet (peace and blessings be upon him) said:
To testify that there is no god but Allah and that Muhammad is the Messenger of Allah (ﷺ) , to establish regular prayer, to give zakah, to fast Ramadan and to go on pilgrimage to the House. شهادة أن لا إله إلا الله وأن محمد رسول الله ، وتقيم الصلاة ، وتؤتي الزكاة ، وتصوم رمضان ، وتحج وتعتمر

; what is the authenticity of the hadith? And what is the ruling on 'Umrah?

The Shaykh : The hadith has come in "Sahih Ibn Khuzaymah" with the addition:
And that you perform 'Umrah وأن تعتمر
, and the ruling on 'Umrah is that it is obligatory. However, its obligation may be separate from Hajj, or it may be combined with Hajj. A person may not be able to perform Hajj as he is able to perform 'Umrah; in that case, he must perform 'Umrah separately from Hajj because he is unable to perform Hajj. But if he knows from himself that he is capable of performing Hajj to the House of Allah the Sacred, then in this case he must perform the 'Umrah of Hajj in one of the months of Hajj. By doing so, he combines two obligations: the first obligation is performing 'Umrah, and the other obligation is performing the obligatory Hajj. Therefore, if a Muslim performs the Hajj that the Prophet (peace and blessings be upon him) commanded and warned against performing Hajj alone (Ifrad), he has combined the obligatory 'Umrah with the obligatory obligation. Thus, every pilgrim who is not from the people of Makkah must intend either Qiran (combining 'Umrah and Hajj) or Tamattu' (combining 'Umrah with Hajj with a break between them), as He (Glorified and Exalted is He) said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram فمن تمتع بالعمرة إلى الحج فما استيسر من الهدى فمن لم يجد فصيام ثلاثة أيام في الحج وسبعة إذا رجعتم تلك عشرة كاملة ذلك لمن لم يكن أهله حاضري المسجد الحرام

. So everyone who is not a resident of Makkah owes 'Umrah just as he owes Hajj. If he has performed Tamattu' with 'Umrah to Hajj, or combined 'Umrah and Hajj, he has fulfilled what was obligatory upon him regarding 'Umrah. As for the one who cannot perform Hajj for one reason or another, he must perform 'Umrah on its own. This is the answer to the previous question.
