Is zakah obligatory on the jewelry and gold pieces that women acquire, especially if they have reached the point of hoarding their wealth in this manner?

Machine translationRead the Arabic original
The Shaykh : Here is a question: Is zakah obligatory on the jewelry and gold pieces that women acquire, especially if they have reached the point of hoarding their wealth in this manner? The answer, in brief, is that I have detailed this answer in "Adab al-Zafaf". It is obligatory to pay zakah on jewelry. Although the scholars differ, not every disagreement has a valid perspective, as the jurist-poet said. A disagreement that does not contradict the Sunnah may have a valid perspective, but one that contradicts the Sunnah has no value. Those who say that there is no zakah on jewelry have contradicted many hadiths, which I mentioned in that book, "Adab al-Zafaf fi al-Sunnah". The Messenger of Allah (peace and blessings be upon him) saw a ring on a woman's hand and said:
Do you pay its zakah? أتخرجين زكاته ؟
She said, "No," and he said:
A brand of fire جمرة من نار
There are many, many hadiths to this effect. Therefore, it is obligatory to pay zakah on jewelry, otherwise the severe warning mentioned in the Book and the Sunnah will apply to it or to its owners:
those who hoard gold and silver and spend it not in the way of Allah الذين يكنزون الذهب والفضة ثم لا ييفقونها في سبيل الله
[At-Tawbah 9:34]
The minimum expenditure in the cause of Allah, the lowest of its ranks, is paying two and a half percent of this hoarded jewelry and gold.
The second and final question on this topic.

The questioner : ... .

The Shaykh : Yes?

The questioner : ... .
Another questioner: ... except at the time ... .

The Shaykh : No ... during the payment of zakah, on the day of paying zakah.
The second question: What is the ruling on tattooing?
