The answer, in brief, because I detailed this answer in "Adab al-Zafaf" (The Etiquettes of the Wedding): It is obligatory to pay the zakah on jewelry. The scholars have differed on this, but not every disagreement has a valid perspective, as the jurist-poet said. A disagreement that does not contradict the Sunnah may have a valid perspective, but one that contradicts the Sunnah has no value. Those who say that there is no zakah on jewelry have contradicted many hadiths that I mentioned in that book, "Adab al-Zafaf fi al-Sunnah" (The Etiquettes of the Wedding in the Sunnah). The Prophet (peace and blessings be upon him) saw a ring on a woman's hand and said:
Do you pay its zakah? أَتُخرجين زكاته ؟
. She said: No. He said:
A brand of fire جمرة من نار
. There are many, many hadiths to this effect. Therefore, it is obligatory to pay the zakah on jewelry, otherwise the severe warning that came in the Book and the Sunnah will apply to them or to their owners:
And those who hoard gold and silver and spend it not in the way of Allah وَالَّذِينَ يَكْنِزُونَ الذَّهَبَ وَالْفِضَّةَ وَلَا يُنْفِقُونَهَا فِي سَبِيلِ اللَّهِ
[At-Tawbah 9:34]
