The questioner : Please issue a ruling for us on renewing the ablution: does the one renewing it perform the cleansing of the private parts, or does he begin directly with the hands without cleansing?

The Shaykh : Renewing the ablution does not require the cleansing of the private parts, because the cleansing of the private parts is only for purifying the front passage in the case of urination and the back passage in the case of defecation. So, when this place is purified and no urination or defecation has occurred after that, there is no need to wash it again. For example, if a person’s ablution is broken by urination at ten in the morning, and then the time for the midday prayer arrives and he has not urinated since, he does not need to wash his penis; rather, he performs the ablution only. The ablution is well known: it is to wash the hands, rinse the mouth, and sniff water three times with three mouthfuls, to wash the face three times, to wash the hands to the elbows three times, to wipe the head and the ears, and to wash the feet. This is the ablution. And we must correct the terminology among many people, for many people use the term "ablution" to mean washing the two private parts, and this is an error. The ablution is washing the three limbs and wiping the head: washing the face, the hands, and the feet, and wiping the head, in the order mentioned by Allah the Exalted in His saying:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ وَأَيْدِيَكُمْ إِلَى الْمَرَافِقِ وَامْسَحُوا بِرُءُوسِكُمْ وَأَرْجُلَكُمْ إِلَى الْكَعْبَيْنِ
