Does the hadith prohibiting the dragging of the turban indicate that the turban is a sunnah of worship and not a sunnah of custom?

Machine translationRead the Arabic original
The questioner : Regarding the turban, there is a hadith prohibiting its dragging. Just as the hadith prohibiting the dragging of the izar is not taken to mean that it is a sunnah of worship, is that not the case here?

The Shaykh : No. Is it permissible to drag the izar?

The questioner : It is not permissible.

The Shaykh : So, is wearing the izar an act of worship?

The questioner : No, if it is worn to the middle of the calf.

The Shaykh : Is wearing the izar in itself an act of worship? No, and yet dragging it is prohibited, and so is the turban. Glory be to You, O Allah, and praise be to You. I bear witness that there is no god but You. I seek Your forgiveness and turn to You in repentance.
May Allah reward you, and my greetings to you all. I have not left the country except for Hajj and 'Umrah. May Allah reward you, and my greetings to you all.

The questioner : ...

The Shaykh : Regarding prayer, no. Unless you want to ward off heat or cold, in which case there is no harm. Otherwise, leave it as it is. And peace be upon you.

The questioner: May Allah reward you with good, O Shaykh.

The Shaykh : Praise is to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evils of our own souls and from the badness of our deeds. Whom Allah guides, none can mislead, and whom He leaves to mislead, none can guide. And I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger.
O you who have believed, fear Allah as He should be feared and do not die except as Muslims [in submission to Him]. يا أيها الذين آمنوا اتقوا الله حق تقاته ولا تموتن إلا وأنتم مسلمون
[Ali 'Imran 3:102]
O mankind, fear your Lord, who created you from one soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Indeed Allah is ever, over you, an Observer. يا أيها الناس اتقوا ربكم الذي خلقكم من نفس واحدة وخلق منها زوجها وبث منهما رجالا كثيرا ونساء واتقوا الله الذي تساءلون به الأرحام إن الله كان عليكم رقيبا
[An-Nisa 4:1]

(70) O you who have believed, fear Allah and speak words of appropriate justice. (71) He will [then] amend for you your deeds and forgive you your sins. And whoever obeys Allah and His Messenger has certainly attained a great attainment. يا أيها الذين آمنوا اتقوا الله وقولوا قولا سديدا يصلح لكم أعمالكم ويغفر لكم ذنوبكم ومن يطع الله ورسوله فقد فاز فوزا عظيما
[Al-Ahzab 33:70-71]
