Is it permissible for a woman to wear a covering jilbab without trousers and go out in it?

Machine translationRead the Arabic original
The questioner : Regarding the jilbab, is it permissible for a woman to wear a covering jilbab without wearing summer clothes underneath, if she wants to go out in this country where the heat is intense...? Is it permissible for her to wear only the jilbab, or is it obligatory for her to wear regular clothes and the jilbab over them?

The Shaykh : Yes, this is what we referred to earlier. It is obligatory for a woman, when she leaves her house, to combine placing the khimar on her head, and then the jilbab over the khimar, to fulfill the saying of Allah the Exalted:
to wrap [a portion of] their headcovers over their chests وليضربن بخمرهن على جيوبهن
[An-Nur 24:31]
,
And let them draw their head coverings over their bosoms and not display their adornment except what appears thereof... وليضربن بخمرهن على جيوبهن ولا يبدين زينتهن إلا ما ظهر منها ..
. This is a point that many committed Muslim women overlook, as we said earlier, because they do not take the matter based on Islamic knowledge, but rather by judging with their intellect. What is the purpose of the hijab? It is for the woman to cover her face, and for the woman to cover her entire body. So this jilbab covers the body, but there is another thing that must be observed, which is that the jilbab or the garment the woman wears must not outline any part of her body. So when a woman puts on only the jilbab on her head, the head will appear outlined, especially as we observe with some women, when they curl and tie their hair at the back of their heads, so the head becomes prominent from the back. Then when the khimar comes, and I think you are aware that it is not what is called today the "isharab," but rather what a woman lets down when she enters prayer, where this covering first covers the hair of the head, then hangs down over the shoulders, so it does not outline the shoulders. Then when the jilbab comes over the khimar, the outlining of the woman's head is prevented by these two things. It came in the Sunnah
That the Prophet (peace and blessings be upon him) was brought fine clothes from Egypt one day, so he gave some of them to one of his Companions, perhaps Zayd ibn Thabit, or Zayd ibn al-Arqam, I have forgotten. He said to him, "Let your wife wear it, and let her place under this garment some thick garments so that it does not outline her bones."
, meaning her body. From here, the condition mentioned in the hijab of the Muslim woman is taken, which is that among the conditions of the jilbab is that it does not outline and does not become transparent. Outlining is the shaping of the body, and transparency is revealing the color of the skin. These two characteristics are required for every 'awrah, whether it is the 'awrah of a man or the 'awrah of a woman. Therefore, it is not permissible for men to wear what is called today the "pantalon," because it outlines the thighs. It may outline what is between them in a very ugly way, so it is not permissible for a man, let alone a woman. And among the strange paradoxes we observe today is that a husband may be a good man who prays and fasts, and so on, and is somewhat committed, but he is, if the expression is correct, a "pantalon-wearer," wearing the pantalon. But he is extremely strict, and rightly so, regarding his wife; he does not want her to wear a tight garment. Why? Because it outlines her 'awrah. And he forgot himself; he forgot that he is wearing the pantalon that outlines the 'awrah. Both spouses must adhere to the rulings of Islam in everything, and among that is that they avoid wearing any garment that outlines the 'awrah, each according to his or her case. So the woman is entirely 'awrah except the face and the hands, while the man is from the navel to below the knee. I have an observation: if it is to be fair among the attendees, each one asks a question in turn. If you were early in attendance, you have taken your share and blessing now. But if no one else has a question, the field is wide open for you, and we start from the right to avoid disorder. Do you have something? Do you have something? But she has something, please go ahead.
