What is the ruling on a woman going out in covering clothes without wearing the jilbab?

Machine translationRead the Arabic original
Question:
We return at the beginning of this episode to a message sent to the program from the Syrian Arab Republic by one of the sisters from Aleppo. She says: Your sister in Islam—our sister, whose case we discussed in a previous episode—is asking in this episode: Is it permissible for a woman to go out in ordinary clothes that cover her body, without a long black jilbab? Please guide us. May Allah reward you with good.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon whoever follows his guidance. As for what follows:
There is no blame on a woman for going out in covering clothes that contain no fitnah (trial or temptation), even if she is not wearing a jilbab over them. However, wearing the jilbab and the abaya is more complete. This is because other clothes may reveal the size of some body parts. If the clothes are ample, sufficient, and cover the head, face, and body, there is nothing wrong with it. But wearing the jilbab is more complete. Allah the Exalted said:
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garmentsيَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلابِيبِهِنَّ
[Al-Ahzab: 59]. Going out in the jilbab is more complete, further from fitnah, and more concealing for the woman. The same applies to the abaya.
The point is that wearing the abaya and the jilbab is more concealing for her and further from fitnah. However, if there are ample, covering clothes, and she puts them on her head, covering it along with the entire body, the objective is achieved. The objective is to be covered and to stay away from the causes of fitnah as much as possible. Therefore, the jilbab, the abaya, and the like, worn over the clothes, are more complete in terms of covering. Yes.

The presenter: May Allah reward you with good, and may He do you good.
