Is there a book that discusses the ruling on a Muslim residing in lands of disbelief?

The Shaykh : The Prophet (peace and blessings be upon him) said: Therefore, I advise Muslims residing in lands of disbelief, whether in America where you are, or in Europe where there are many Moroccans and Algerians in France, Britain, and similar places, to return to their countries as soon as possible.
