This is on one hand, and on the other hand, many of these people who base their lives on this disbelieving principle have tried it, and if they were confronted with it, they would deny it with their tongues, but they practice it with their actions. These people have tried it for many years and entered parliaments in many Arab countries, and they gained nothing from it except to retreat backward.

The Shaykh : But they apply it incorrectly. "Dire necessities permit the forbidden" applies when the necessity actually occurs, not out of fear that it might occur. In other words, it is not permissible, for example, for a Muslim to eat something forbidden when he has not fallen into the forbidden state, which is destruction and death, out of fear that it might occur. Rather, it is only when he falls into this fear that it becomes permissible for him to eat what was originally forbidden.

The Shaykh : So, "dire necessities permit the forbidden" does not mean that one commits something in the hope of reaching something. "In the hope" here, as it came in some reports from Ibn 'Umar, who said: "Place 'in the hope' at that star." This is on one hand, and on the other hand, this is the foundation for us: the best of guidance is the guidance of Muhammad (peace and blessings be upon him).

Second, they contradicted the methodology of the Messenger (peace and blessings be upon him) in establishing the Muslim state. How did the Messenger (peace and blessings be upon him) do it? He taught the people and raised them on Islam.

The Shaykh : And this is the path that Muslims today must follow, who truly strive to achieve the Islamic society and establish Islamic rule on earth.

The Shaykh : And not the opposite of the Prophetic guidance, and that they follow paths that contradict the Shari'ah, as they admit, but in reality, they follow the principle mentioned earlier: the end justifies the means. Yes.

The questioner : In the hadith of Hudhayfah (may Allah be pleased with him), the Messenger of Allah (peace and blessings be upon him) said to him when Hudhayfah said: "What if the Muslims have no imam and no congregation?" He said:
