The questioner : Praise be to Allah. I have some questions, the first of which concerns the crisis and the fitnah (trial, discord or temptation) that has befallen the Muslims. That is, some individuals from our country, Algeria, volunteered, and this was after a request from the Iraqis, meaning they requested that a specific group come to them. Is their going there, even though the state did not prevent them from going, permissible or not?

The Shaykh : What we see as permissible is for two reasons.

The questioner: Yes.

The Shaykh : The first reason is that it is without the permission of the state under whose system they live, and the other reason is that they are individuals who do not have the protection that armies have by land, sea, and air. For these two reasons, we do not advise a Muslim youth or a group of enthusiastic Muslim youths to assist the Iraqi army or the Iraqi people, unless the assistance has no connection to fighting, such as nursing and treating the wounded, and the like. That is a different matter, and we see no objection to it. I hope my answer has become clear to you.
