Q: The state has issued orders to provide monthly cash assistance to male and female students as aid for those who prove they are in need of it. In the past, a food ration was provided to students without exception. I would like to inform Your Eminence that, praise be to Allah, my financial situation is fine, and I have sons and daughters who are studying. I am seeking Your Eminence’s ruling: Is it permissible for me to certify to the judge that my sons and daughters who are studying are in need of state aid, or is it not? If my financial situation, praise be to Allah, enables me to meet their needs, as is clear to Your Honor, the state used to provide a food ration. Also, let Your Honor know that many citizens are debating the permissibility and impermissibility of this aid. Please rule on this matter, may Allah reward you with all good.
A: If the situation is as you described, that your financial situation enables you to meet the expenses and costs required by your studying sons and daughters, and that the cash the state provides to male and female students is only
paid as aid for those who prove they are in need of it, then it is not permissible for you to certify to the judge or anyone else that you are in need of aid for your studying children, nor that they are in need of aid; because that involves lying, deceiving the one who certified your need, and scheming to take state money without right. However, if aid comes to you without your request or any scheming to obtain it, it is lawful for you and your children. You should be content, for contentment is a treasure that never runs out. Whoever is self-sufficient, Allah will make him self-sufficient from His bounty, and whoever is modest, Allah will make him modest. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
