What is the correct and clear methodology for establishing the Islamic state?
Machine translationRead the Arabic original
The questioner : Your Eminence, regarding those who call for such confusion and deviations, the issue is the lack of a clear methodology, especially since every Muslim seeks to establish the Islamic state, but the path has become obscure to many of the people who seek this noble goal. So if you would clarify the correct methodology for establishing this state and the concepts that should be firmly established in the minds of people for such a purpose?
The Shaykh : I believe that the answer to this has already been given, may Allah bless you, when we said: It is obligatory to have purification and education, and that purification requires the efforts of scholars who are united and cooperating in all parts of the Islamic world. Then, education of the Muslims to work for this purified Islam must follow that, or rather, must be coupled with it. The starting point is here. I mentioned this meaning earlier, and we have mentioned it constantly and repeatedly for more than twenty years. This is our call: purification and education are obligatory. The other groups have no purification and no education except for this Islam which has no distinct identity; each of them is according to what they inherited from their school of jurisprudence or their fathers and grandfathers. So the Muslims will not stand unless they are based on these two pillars, in the correctness of which no Muslim can argue. We cite for this which we say a very long research, and I do not believe that the time now allows for repeating many of the lectures we used to deliver on such an occasion. We narrate, for example, his saying (peace and blessings be upon him) in affirming purification and education. We narrate two hadiths:
The first hadith: His saying (peace and blessings be upon him and his family): So I used to say: This hadith clarified in it that the Messenger (peace and blessings be upon him and his family) stated that if the Muslims do such and such, and he mentioned examples of forbidden things, then Allah will impose upon them a humiliation that He will not remove from them until they return to their religion. He mentioned the disease and the cure. What concerns us here now is the cure, which is returning to the religion. And the religion today, as you know well, has several concepts, not only in the legal rulings, but also in the creed, and in the foundation of this creed, which is tawhid (the oneness of Allah). Millions of Muslims still live with us, pray with us, fast, and perform Hajj, and they believe that the meaning of "La ilaha illa Allah" (There is no deity but Allah) is "There is no Lord but Allah." They do not understand tawhid al-uluhiyyah (oneness of worship), let alone understand tawhid al-asma' wa al-sifat (oneness of the names and attributes). So returning to the religion is only by the concept that existed when Allah (Mighty and Majestic) revealed it to His Prophet (peace and blessings be upon him and his family): [Al-Ma'idah 5:3].
And how beautiful is what came in *Sahih al-Bukhari*:: meaning: on a Friday. So this Jewish scholar knew the greatness of Islam because Allah bestowed upon them and completed the blessing by completing this religion for them. Therefore, the Imam of the City of Migration, Malik ibn Anas (may Allah have mercy on him), said: "Whoever innovates in Islam an innovation which he considers good, has claimed that Muhammad (peace and blessings be upon him and his family) betrayed the message. Read the saying of Allah (Blessed and Exalted is He), and he mentioned the verse: [Al-Ma'idah 5:3], then he followed that with his saying: 'And the end of this Ummah will not be rectified except by what rectified its beginning. So whatever was not a religion at that time will not be a religion today.'"
The reality now is the complete opposite of what Malik intended. What was not a religion at that time has become a religion today. What was not a creed at that time has become a creed today. What was not rulings has become rulings today. What was not conduct and morals has become conduct and morals today. This indicates that it is obligatory to purify this religion from what has entered into it, the details of which you know.
If thousands of specialized Muslim scholars were to agree on this purification, each in his field: this one in its exegesis, this one in its hadith, this one in its jurisprudence, this one in its language, and so on, because all these matters are collective obligations (fard kifayah); if some of them perform it, the right falls off the rest. Is there now a group that we feel has performed this collective obligation for the Muslim scholars?!
I believe that there is a great and very great deficiency in this. This is what we mean by purification. Because the Messenger (peace be upon him) said: If you do such and such and such, the cure is returning to the religion. Which religion is this?
It is the religion mentioned in the Noble Qur'an. So it is obligatory that we care for returning the Muslims in their understanding of the religion to what it was understood as in the time of the Companions, the Tabi'un, and those who followed them. This hadith relates to the indication that it is obligatory to purify this religion from what was foreign to it. And there is no innovation in religion, and the majority of Muslim scholars today say that there is a "good innovation" and they interpret the hadiths other than their interpretation and they give them a figurative interpretation (ta'wil) other than their ta'wil, like the hadith:Sahih Muslim 1017a They interpreted it with what a non-Arab would be ashamed to say its meaning: Whoever calls for a good innovation in Islam. And we also delivered a long word about this.
I return to the second hadith, which is his saying (peace and blessings be upon him):
:
This hadith requires us to care for education based on the purified Islam. And from that is that we should not be swayed by the blame of a blamer in the matter of Allah, that we should not fear anyone except Allah (Blessed and Exalted is He), and that we should be as he (peace be upon him) said: Are the Muslims now, with their groupings, achieving this one hadith, which is like one body?!
Unfortunately, purification is not established as it should be, and education is also not realized as it should be. Rather, they are individuals in scattered groups, but there is no bond between them based on this Book and the Sunnah and the methodology of the righteous Salaf. So I believe that every group that is not based on this foundation is failing, and there is no alternative. History, for more than half a century, is the greatest proof of that, because there are some groups who have been calling for the establishment of the Muslim state for more than sixty or seventy years, and they are in the modern system in some Arab countries, staying in the same place, moving but not advancing. The reason: "Sa'd brought them in, and Sa'd was wrapped up. This is not, O Sa'd, how you bring in the camels."

اليومَ أكملتُ لكم دينكم وأتممت عليكم نعمتي ورضيت لكم الإسلام دينًاAnd how beautiful is what came in *Sahih al-Bukhari*:
That a man from the Jewish scholars came to 'Umar, the Commander of the Faithful, and said: O Commander of the Faithful—or he said: O 'Umar—there is a verse in the Book of Allah—meaning: the Noble Qur'an—if it had been revealed to us, the Jews, we would have taken the day of its revelation as a festival. He said: What is it? So he mentioned this verse. He said: It was indeed revealed on a festival day and on 'Arafah.
This day I have perfected for you your religion

He who sets a good precedent in Islam
مَن سَنَّ في الإسلام سنة حسنةI return to the second hadith, which is his saying (peace and blessings be upon him):
The nations will be called upon to fight you, just as those who eat a meal are called to its platter. They said: Will that be because we are few in number at that time, O Messenger of Allah? He said: No, but you will be many at that time, but you will be like the foam on the surface of a flood. And Allah will remove awe from the hearts of your enemies, and He will cast weakness into your hearts. They said: What is weakness, O Messenger of Allah? He said: Love of this world and hatred of death.
This hadith requires us to care for education based on the purified Islam. And from that is that we should not be swayed by the blame of a blamer in the matter of Allah, that we should not fear anyone except Allah (Blessed and Exalted is He), and that we should be as he (peace be upon him) said:
The believers in their mutual love and mercy are like one body; if one part of it complains, the rest of the body responds to it with sleeplessness and fever.
