The questioner : This is a very important principle, and I would like to add to the issues you mentioned regarding this matter: those who currently declare rulers—whether some or most of them, with differences among them—to be disbelievers are seeking to achieve one of two things. Either they say to the ummah (the Muslim community), "These are disbelievers, so do not obey them," or they say, "These are disbelievers, so you should not remain silent about their disbelief; it is obligatory for you to work to remove them." Both of these goals are entirely imaginary. The one who says that it is necessary to raise arms against these disbelieving rulers does not possess even a small amount of security in his home. All Muslims today are in a state of weakness and mockery. If they were to persist in this claim by inciting Muslims against the disbelievers, fighting them, challenging them, and dethroning them, they know with complete certainty that they would be the ones destroyed. They would not be able, or one of them would not be able, to move his tongue in his mouth to say a word if he were told, "Go away," "Move aside," "Come forward," or "Go back." Therefore, this issue is imaginary first, and it is imaginary for two reasons: because it is based on a false claim or on ignorance of the objectives of the Shari'ah (Islamic sacred law) regarding takfir (declaring someone a disbeliever) and not affirming that these people remain in their faith. As for the second issue or the second point: they know that it is not within their power or capability to do anything other than remain silent. Therefore, what you mentioned, may Allah bless you, is that among the harms of this claim, and persisting in it or spreading it in ignorance of it or in ignorance of its purpose, is that it harms us Muslims more than it benefits us.
