Among the similarities to declaring rulers disbelievers is that nothing satisfies them except that we follow their misguidance.

The questioner : All right, here, our Shaykh, also in our discussion regarding the evidence cited by those who disagree with us in declaring rulers disbelievers. In reality, when those who disagree with us and the enthusiasts in this field hear us refute some of these evidences, or interpret them with the correct interpretation, and understand them as the Salaf of the Ummah understood them, they say that you are defending them, that you are seeking excuses for them, and that you are bringing them arguments and evidence they did not know, and so on. So we are speaking to them. I want to place a word before you so you can look at its correctness. When we speak on this, we are speaking about the issue of ruling and the rulings of this issue in the Shari'ah of Allah the Exalted and the understanding of the righteous Salaf of it. As for whether the ruler is a grave-worshipper from another angle, that is a matter with its own consideration. Or whether the ruler has reached the point of mocking the religion of Allah the Exalted, that is a second matter. The doors they speak about, each door is spoken about separately. The issue of ruling is the detail I mentioned to you. The other issues are investigated with them based on what appears in them from a Shari'ah perspective. This is from one side. The second side, I have a piece of evidence, my Shaykh, which is often cited against these young men, and I wanted to present it to you so you can guide us to what is correct in it, if Allah wills. And this evidence is the verses in Surat al-Nisa from His saying, Blessed and Exalted is He: [An-Nisa 4:60-61] This is from the perspective of action: they turned away with a turning away. [An-Nisa 4:62-63] These verses, my Shaykh, appear to me to define a methodology regarding those who refer their judgment to other than the Shari'ah of Allah the Exalted, while with their tongues they make excuses that are in themselves only on the tongue, whereas the reality of the heart is the opposite. So from the perspective of action, [An-Nisa 4:61] but with their turning away, when we speak to them, they did not confess, meaning they did not openly state their defective belief, but they disguised themselves and made excuses. [An-Nisa 4:62] And these are the ones whom Allah knows what is in their hearts, and yet He did not command us to kill them. If they had been disbelievers, the hadith of the Prophet (peace and blessings be upon him) would have come: Sunan Ibn Majah 2535Sahih (Darussalam) and He said: [An-Nisa 4:63] This indicates to us that the one who refers his judgment to other than the Shari'ah of Allah and openly states that the ruling of Allah is the truth and what is below it is falsehood, our position with him is turning away and advising, and not declaring him a disbeliever and killing him. Is this reasoning correct from these verses?
The Shaykh : Yes, this reasoning is correct, without doubt. In fact, it is something beautiful and wonderful.
The questioner : May Allah bless you.
The Shaykh : And praise be to Allah who guided you to this.
The questioner : May Allah bless you and reward you with good.
The Shaykh : But I wanted to say, in addition to what I mentioned before, that we do not purify these people, my brother. We say that these are open sinners. The questioner : Yes.
The Shaykh : And that they are misguided. So where do they accuse us of what they accuse us of?
The questioner : It is, my Shaykh.
The Shaykh : Meaning, nothing satisfies them except that we follow their misguidance.
The questioner : Allahu Akbar. What Allah willed. Praise be to Allah. Nothing satisfies them except that we follow their misguidance. We seek help from Allah.
(60) Have you not seen those who claim to have believed in what was revealed to you, [O Muhammad], and what was revealed before you? They wish to refer legislation to Taghut, while they were commanded to reject it; and Satan wishes to lead them far astray. (61) And when it is said to them, "Come to what Allah has revealed and to the Messenger," you see the hypocrites turning away from you in aversion.
(62) So how [will it be] when disaster strikes them because of what their hands have put forth and then they come to you swearing by Allah, "We intended nothing but good conduct and accommodation." (63) Those are the ones of whom Allah knows what is in their hearts, so turn away from them but admonish them and speak to them a far-reaching word.
And when it is said to them, "Come to what Allah has revealed and to the Messenger," you see the hypocrites turning away from you in aversion.
