The Shaykh : Yes. Interpretation by personal opinion is not permissible, neither for scholars nor for others. Whoever speaks about the Qur'an based on his own opinion should take his seat in the Fire. The meaning of interpretation by personal opinion is that a person applies the meanings of the Book of Allah (Mighty and Majestic) to what he sees, rather than to what their indications require.
As for interpretation based on the indications of the text, if a person has the ability to do so, such that he has knowledge of the Arabic language, knowledge of the principles of jurisprudence, and the rules of the religion, then there is nothing wrong with interpreting the Qur'an according to what those indications require. However, if he does not have such knowledge, it is not permissible for him to interpret it, because the matter is serious. The interpreter of the Qur'an is a translator for Allah (Glorified and Exalted is He), so let him be careful not to translate the words of Allah in a way that Allah does not intend, for the matter is severe and great.
