Al-Halabi: No second factor enters into the matter for us, the matter of hardship or other activities for the sake of combining for the traveler. That is, this traveler’s ruling does not become like that of the resident in his own land. For example, a student comes to me, and now there are students from Oman who have come; their government sent them for ten or fifteen days to register and settle in, and they will return... That is, they know they can say to them, "You have two weeks here." The ruling for these two weeks is not like the ruling of the one who resides in his home in his own land. So does a second factor enter in for him to shorten the prayer?
Al-Albani: A second factor? May Allah reward you, you hinted that this ruling pertains to the resident by origin. The resident by origin, if he would face hardship by not combining, then he combines, but he does not shorten. So this is the one whose origin is a traveler, and let us suppose that he combined in a state where he felt hardship in praying every prayer in its time, then he is allowed to combine like the resident by origin. That is the case, but he is not allowed to shorten.
Abu Malik: As for this hadith, it is the hadith of Ibn 'Abbas:
he (the Holy Prophet) wanted that his Ummah should not be put to (unnecessary) hardship. أراد أن لا يحرج أمته

The Shaykh: Yes; but this, in reality, some people took it without the completion or without the reasoning, that the Messenger combined without a cause, and that was to remove hardship. So he legislated combining the two prayers so as not to burden his Ummah.
