Not everyone who falls into disbelief is declared a disbeliever.

Machine translationRead the Arabic original
The Shaykh : Not everyone who falls into disbelief is declared a disbeliever; but if we want to say that he has committed disbelief and apostatized from the religion, it is necessary to establish the proof against him until the truth becomes clear to him and the doubt that was the cause of his deviation from the truth brought by the Shari'ah, which he opposed and thus fell into clear misguidance, is removed. This answer covers all the Islamic sects that remain Muslim with us and do not deny any of the rulings related to Islam, meaning the practical rulings. As long as he is a Muslim who does not deny what is established in the religion by necessity, as the jurists say, he is a Muslim even if he is astray in some ideas and some beliefs. So, if someone denies, as we mentioned regarding the Mu'tazilah and others from the Jabriyyah and their like of innovators, both past and present, the Jabriyyah of today among the Muslims, the Jabriyyah will tell you that there is no benefit in human choice; that the human being is compelled. This is a phrase circulating on the tongues, and perhaps all of you share in knowing it: Is the human being directed or given choice? What do they say? Directed. What does directed mean? It means compelled. If a community is dominated by this belief that the human being is directed and not given choice, it is not possible for them to rise up without treatment; they need the concept to be corrected. Do we declare these people disbelievers? We say no. Why? Because they are living in a pre-Islamic age of ignorance atmosphere. We return to the Mu'tazili: do they exist today? Yes, they exist today. Many of them will tell you that it is not reasonable that Allah writes for a person that he is wretched and then punishes him. So they denied the previous divine record. Allah the Exalted said:
And every thing is recorded وكل شيء مستطر
meaning it is recorded.
