Perhaps you know, as I do, that the original ruling for things is permissibility, and that this original ruling cannot be departed from except by a binding legal evidence. It is said, "The rule is such and such, but such and such is excepted from it." This exception does not exist at all; rather, there is the well-known verse
And whoever honors the symbols of Allah - indeed, it is from the piety of hearts. ومن يعظم شعائر الله فإنها من تقوى القلوب
[Al-Hajj 22:32]

And there is no difference in my view between a Muslim who does not memorize the Qur'an by heart and a Muslim who has memorized the Qur'an; both are equal when they enter the place of relief.
