The Shaykh : Now, how many casualties occur because of these uprisings that take place in the name of rebelling against a ruler who rules by other than what Allah has revealed? Yes, this ruler rules by other than what Allah has revealed, just as the Quraysh did. By what were they ruling? By what Allah revealed? They were people of shirk (associating partners with Allah) and misguidance, to the extent that they were not even from the People of the Book—peace be upon you—they were not from the People of the Book. And yet, the Messenger (peace and blessings be upon him) was patient with them and patient with their harm until the command came to him to migrate, as we mentioned earlier.
Now, Muslims live in many, or rather most, or we might say all, of the lands of Islam under a rule that does not rule by what Allah has revealed. Would the reform of this rule or this ruler be achieved by rebelling against them and killing innocent souls, when they have not even implemented the apparent meaning of the previous verse, let alone the hidden meaning that I explained to you earlier in His saying:
And prepare وأعدوا

In fact, your entry there might be easier than your entry here, in the south, to the House of Allah the Most Sacred.
Let alone the north, entering Syria. Why? Because these ruling, prevailing, and controlling laws are not established upon the Shari'ah of Allah (Mighty and Majestic). There may be scattered groups here and there, with the same idea, the same methodology, and the same creed. They describe each other to the best of their ability and also raise themselves and their families on some of that. But this group that is able to achieve
And prepare against them whatever you are able of power وأعدوا لهم ما استطعتم لهم من قوة

Therefore, we consider that rebelling against these rulers—and we do not certify them as righteous, we do not compromise with them, and we do not say that it is not permissible for Muslims to rebel against them because they do not deserve rebellion or because they rule by what Allah has revealed, so they do not deserve rebellion. We do not say that!
Unfortunately, the laws are the ones in control. But we distinguish between one ruler and another: between a ruler who rules by law but prays, fasts, and helps Muslims perform the rituals of Allah, such as building mosques and the like, and another ruler who prevents Muslims from fasting the month of Ramadan and prevents Muslims from sacrificing on the occasion of the festival, economically speaking. So there is a difference between one ruler and another. But the point is, we say: It is not permissible to rebel against these rulers, regardless first of their differences as we mentioned, but because this rebellion is not its time in the Shari'ah, and because they must achieve the intended meaning of His saying:
And prepare وأعدوا
That is, prepare yourselves, as one of the contemporary wise men said today: "Establish the state of Islam in your hearts, and it will be established for you in your land." "Establish the state of Islam in your hearts, and it will be established for you in your land." This is extreme wisdom!
You will find many of these people who shout, "And the constitution is our Islam," do not establish their Islam in their own homes, in their houses, where the law does not intervene to prevent them from establishing the rule of Islam.
On one hand, they do not do what they can, and on the other hand, they demand what they cannot do. All of this indicates one of two things: either ignorance of Islam and foolishness, or they know and deviate.

There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day لقد كان لكم في رسول الله أسوة حسنة لمن كان يرجو الله واليوم الآخر
[Al-Ahzab 33:21]
