Rather, those intended are the ones who know this remembrance and understand the meanings of all the verses related to rulings. These are the ones who must issue fatwas when asked. As for those who memorize the Qur'an by heart and recite it correctly—I do not say they recite it with true recitation, because the meaning of true recitation is first to understand it correctly, then to apply it to oneself and to those who seek refuge in it, applying it completely.
So, the People of Knowledge in this verse[An-Nahl 16:43] are the ones who must convey the rulings of Allah, Mighty and Majestic, to the people, not the ignorant ones, even if they are sincere and righteous.
