Ibrahim Shuqqa's speech on the unified adhan.

Machine translationRead the Arabic original
Abu Malik: Returning to the topic of the adhan.

The Shaykh : Please go ahead.
Abu Malik: The night before last, we met with a number of brothers at the home of one of our brothers who works as a mu'adhdhin in one of the mosques in the city of Aqaba.

The Shaykh: This reminds me now of a strange matter in Aqaba. Once you are finished, please go ahead.
Abu Malik: It seems a dispute arose between this man and some of the brothers regarding this issue, so they raised the topic before me, and I spoke about what we believe to be the truth, if Allah wills. Then he said, "I asked him, I said to him, is the adhan the marker of the time, or is the setting of the sun the marker of the time?"

The Shaykh : ... .
Abu Malik: So he said to me, "The setting is the marker of the setting." I said to him, "Okay." He said, "But the Messenger (peace and blessings be upon him) said:
When night falls from this side and the day vanishes from this side and the sun sets إذا أقبل الليل من هاهنا و أدبر النهار من هاهنا و غربت الشمس ...
Sahih al-Bukhari 1954
" I said to him, "That is an accepted matter." The important thing is that he seemed to respond somewhat to the truth. So what did he say to me? He said to me, "I used to call the adhan. I would look before the unified adhan that the Ministry of Awqaf issued. He said, 'I used to watch the sun until it set. Look, he says, and then I would call the adhan.' He said, 'So the people stood up against me, and how, my brother, are you not adhering to the adhan of the Ministry of Awqaf?' He said, 'The important thing is, who did the case reach?'"

The Shaykh: The Awqaf.
Abu Malik: To the Ministry of Awqaf, so they sent one of them, may Allah have mercy on him, who passed away. He said, "When this man came, he said, 'We went up to the roof of the mosque and looked around, and Aqaba does not need [it] because the sea is well known.' He said, 'I said to him, what time is it?' He said to me, 'Such and such.' I said, 'Do you see the sun?' I said to him, 'Now the time for the adhan has come, shall we call the adhan?' He said, 'No... that you call the adhan.' I said, 'Then what?' He said, 'We add three minutes.' Okay, the three minutes that were added, the sun may have already set after that."

The Shaykh: Perfect.
Abu Malik: So what does he do? He has to remain committed to this addition of three minutes. He also has to remain committed to the timing that the Awqaf established and distributed to the people. I do not know, perhaps Brother Abu Yasser, I learned recently that the Ministry of Awqaf is reconsidering the timing anew. Is this correct?

The questioner : ... .
Abu Malik: I learned that it has now been confirmed for them that the Fajr adhan is called for them before the dawn appears!

The Shaykh: There is no doubt and no ambiguity.

Another questioner: In the Directorate of Preaching and Guidance... .
Abu Malik: This reached me, and I forgot to ask you about this topic. So I say, in one of the years, I wrote an article about this topic and the timing. So I said to them, "Okay, now the truth has become clear to you, and the adhan was not just a quarter of an hour early, but it was half an hour, as I recall, or twenty-five minutes. They called the second Fajr adhan before nearly twenty-five minutes. A commotion arose, and they said, 'And the head of the committee is one of the university professors you have.' They said, 'By Allah, this statement is correct. The adhan is called at night. So it is necessary to add eight minutes.' From the addition of eight minutes, so our Shaykh, what happened now? What happened is that the addition comes based on what? Based on the estimated assumption that the dawn will appear after two minutes, after three, after four, just as the additions in the daily differences that also appear in this timing. So I said to him, 'My brother, what do you do with what you suppressed during this period!'"

The Shaykh: Allahu Akbar.
Abu Malik: The people's acts of worship, from fasting and from standing in prayer and from the Fajr prayer and the timing of iftar, what do you intend to do? These are the acts of worship whose sins you have assumed, the people's acts of worship, and you have wasted them in vain. So now, the truth, as you said, our Shaykh, is that it requires understanding his saying (peace and blessings be upon him):
The imam is responsible and the mu'adhdhin is trusted الإمام ضامن و المؤذّن مؤتمن
Sunan Abi Dawud 517Sahih (Al-Albani)
.

The Shaykh : Of course.
Abu Malik: And the word "the mu'adhdhin is a trustee" is not known except by one who is a jurist with insight, who has two eyes that see, and who knows that this is the setting and this is the dawn.

The Shaykh : Without a doubt.
Abu Malik: Yes.

The Shaykh : Without a doubt.
