The Shaykh : This is a religious innovation (bid’ah) because it was not reported from the Prophet (peace and blessings be upon him) or from his Companions. Vocalizing the intention is a religious innovation (bid’ah) from which one is forbidden. If the one who vocalizes says, “I want to realize the intention with my tongue just as I realized it with my heart,” we say: If it were good, they would have preceded us to it. If this were a prescribed matter beloved to Allah, the Prophet (peace and blessings be upon him) would have been the first to do it, and the Prophet (peace and blessings be upon him) would have guided to it. As long as neither he nor his Companions did it, it is a religious innovation (bid’ah) from which one is forbidden.
Among the interesting things mentioned is that a layman prayed next to a man who was vocalizing the intention. The man said: “O Allah, I intend to pray the Dhuhr prayer, four rak’ahs, for Allah, Mighty and Majestic, behind the imam of the mosque,” and he specified the mosque.
