They say that the Salafi call is based on creed and the oneness of Allah, and does not address the issue of sovereignty or the tyrants of mankind. What is your response to them?

Al-Halabi : Some of them say that the Salafi call is based on creed and the oneness of Allah, but it forgets or overlooks, either in knowledge or in practice, the call to the sovereignty of Allah and warning people against the tyrants of mankind who legislate other than what Allah has revealed. What is your statement regarding this claim and your response to it? May Allah reward you.

The Shaykh : We accept this statement in principle, but we do not agree with these people who want to confront the tyrants, in their terminology, while they have not eliminated the tyranny present in their own hearts. The truth is that this statement stems from the method of call of these groups. They accuse us of this charge. We believe that this action is premature. We do not deny the obligation to rebuke everyone who rules other than with what Allah has revealed, but we believe: Has the time come for any of the existing Islamic parties to appear before the rulers who rule other than with what Allah has revealed, without preparing for it with the preparation that we constantly emphasize? First, spiritual preparation, and second, material preparation. They rush ahead of things and hasten. They think that merely raising their voices before these rulers who rule other than with what Allah has revealed is a victory for Islam. In reality, the victory for Islam is achieved by these people understanding Islam correctly and making Islam proceed with them on earth within the limits of their capacity. In my belief, history repeats itself. Just as the Muslims in the early period had no concern other than to understand the call from its source, the Messenger of Allah (peace and blessings be upon him), and not to confront the disbelievers and polytheists, except for individual incidents that might occur. But as a collective gathering, that did not happen until the Messenger of Allah (peace and blessings be upon him) migrated from Makkah to Madinah. This is a pattern we know from the past, especially since we have experienced many trials in some Islamic countries where they declared war on the disbeliever who rules other than with what Allah has revealed, without psychological and material preparation. The outcome of that was nothing but a loss that befell the Islamic call in many Islamic countries. Therefore, we must proceed and take the necessary religious and cosmic causes in calling to the knowledge of Islam and acting upon it, as I summarized that in two concise words: purification and education are necessary. None of the Islamic parties are based on these two pillars, purification and education. There is no purification, as evidenced by the fact that if you look at any group or party, do they have scholars? Scholars in exegesis? Scholars in hadith? Scholars in jurisprudence derived from the Book and the Sunnah? Then scholars in politics? Scholars in economics? There is absolutely nothing of this. So how can they rise to this very great task, which is applying Islamic rule on earth and restoring the Rightly Guided Caliphate? "One who lacks a thing cannot give it." Therefore, it is necessary to adopt these prerequisites that are based on these two words: purification and education. There are no scholars who purify Islam from all foreign elements in it, whether in creed, rulings, behavior, or the modern sciences that have emerged today, such as what is known as politics or economics or the like. The wisdom we often repeat on this occasion is: "Whoever hastens a thing before its time is tried with its deprivation." And those incidents that occurred in the countries we mentioned, such as the Makkah Haram, Egypt, and Syria, are all effects and results of what they deny in us, while they think they have done well.
