What is the ruling on shortening the prayer for one who intends to stay for a month?

Machine translationRead the Arabic original
The questioner : My dear brother, regarding the prayer of the traveler: I am coming from Canada, and I may stay for about a week to attend to a need, a little more or a little less, but not less than a week. I intend to stay. Can I shorten the prayer during this period? May Allah reward you with good.

The Shaykh : Where is your home country?

The questioner : I am from Palestine.

The Shaykh : From Palestine, ah, and you went from Palestine to Canada.

The questioner : Passing through Jordan.

The Shaykh : Do you not have a residence or family here or something like that?

The questioner : I have a married brother.

The Shaykh : Your brother is married, so you came, as you said, to attend to some needs. The matter concerning you, if you intended to reside, and when does a person intend to reside? When he has a plan for himself. In this case, he is a resident and prays the prayer of a resident, in a brief answer. But if that is not the case, meaning he did not intend to reside, and in an old Salafi Arabic phrase, "he did not resolve to reside," and this is clarified by saying: I came to attend to some needs, I want two or three days, and the two or three days are over, but I am not finished, four or five days, then he is a traveler and not a resident. And then comes the saying of Allah the Exalted:
Rather, man, against himself, will be a witness, بَلِ الْإِنسَانُ عَلَى نَفْسِهِ بَصِيرَةٌ
[Al-Qiyamah 75:14]
So you can judge for yourself whether you are a resident or a traveler, is that clear?

The questioner : Clear.

The Shaykh : Something else.
