The questioner : Some people study in other countries; some are there for one year, others for two, and others for three. Do they have the ruling of the traveler regarding fasting? They cite the hadith that Ibn 'Umar stayed in Azerbaijan for six months and shortened his prayer. Please inform us; may Allah reward you.

The Shaykh : The narration of Ibn 'Umar is authentic, but he had gone out as a mujahid in the path of Allah, and then the snows detained him. He was intending to return to his country, so he did not intend to reside there. As for those who go to any country to study for one year, two years, or four years, they are residents, and it is not permissible for them to pray except the prayer of residents.
