The Shaykh : We said earlier that regarding open sinfulness and transgression, it is not permissible to liken the lands of Islam to those lands. As for the rulings, it is true, unfortunately, that many Islamic rulings are neglected and abandoned. However, the analogy here is an analogy with a difference. In the lands of Islam, many rulings are still in accordance with Islam, or at least in accordance with some of the schools of jurisprudence. But there, there is only the law that governs them all. This is also a fallacy, intended to justify their residence in violation of the Shari'ah.
