The Shaykh: Assassination in Islam is permissible and not permissible. It is permissible when the Muslim government is established and has a ruler who rules by what Allah has revealed, and his ruling is by what Allah has revealed, and he has a council of consultation as the Exalted said:
and their affair is [to be decided by] consultation among themselves و أمرهم شورى في ما بينهم
and in this council there are scholars from all fields of expertise, as we mentioned earlier, from the sciences of capability. If the Muslim ruler, while administering governance in light of the Book, the Sunnah, and the methodology of the pious predecessors as we mentioned, sees that it is in the interest of the Muslims and the Islamic call to assassinate one of the heads of the hypocrites or the atheists, then it is permissible to carry out the order of this ruler. As for the individual actions of some people or enthusiastic youths, or some groups that exaggerate in their call and wage war against Islam in the sense that they claim to serve Islam because their understanding of Islam does not follow the Salafi methodological line that we mentioned before the prayer. As for what these enthusiastic youths do, this is first not permissible, and second, the outcome will be a loss for the oppressed Muslims on earth. This treachery is not permissible at such a time, but rather when the Muslim state is established, and perhaps that will be soon, there will be the application of his saying (peace and blessings be upon him):
War is deception, or deception, or deception الحرب خُدعة أو خَدعة أو خدعة
But now it is not permissible.
