The questioner : If a debtor dies and he was unable to pay off his debt because he was insolvent, does he sin?

The Shaykh : This depends on how he borrowed: if he took people's money intending to repay it, he does not sin, and Allah will repay it on his behalf. But if he took it intending to destroy it, the Prophet (peace and blessings be upon him) said:
Whoever accepts other people's wealth intending to pay it back, Allah will pay it back for him. And whoever accepts it intending to waste it, Allah, the Most High, will waste (destroy) him. من أخذ أموال الناس يريد أداءها أدّى الله عنه، ومن أخذها يريد إتلافها أتلفه الله
Bulugh al-Maram 7:94
Therefore, it is obligatory for a person, when he borrows something, to intend to fulfill and repay it, so that Allah may make the matter easy for him. Even if he buys a commodity for a price and does not pay the seller in cash, he should intend to pay, so that Allah may make it easy for him. Yes.
