I say that it is upon the students of knowledge to clarify, and upon the rulers who hold authority to implement the Shari'ah. Therefore, the rulers in the saying of Allah the Exalted:[An-Nisa 4:59] The rulers in it are not merely rulers of authority, but they are the rulers of the Muslims in clarifying the Shari'ah and implementing the Shari'ah. Those who hold authority are those of the authority of power, and the one responsible for clarification is those of the authority of the Shari'ah. Each has a side that he must fulfill. And let them know that if they are patient seeking the Face of Allah and to reform the servants of Allah, they will be rewarded for that. Then, the pain of the heart and mind that befalls them, they will be rewarded for this as well. Which is more severe for a student of knowledge: to see things that are wrong which hurt his heart and cause him pain, or to have a thorn that he extracts with tweezers and the matter is over? Which is more severe?
