The questioner : There is a sick man who is unable to fast in Ramadan because of his illness, and this has been the case for approximately fifteen years. Please inform us of what he must do, given that there are no poor people in the village where he lives. May Allah reward you with good?

The Shaykh : The one who is understood from his question to be fifteen years old and unable to fast.

The questioner : Yes.

The Shaykh : If that is the case, then it is obligatory for him to feed one poor person for every day. If there are no poor people in his village, let him move to another village where there are poor people. If he is unable to move and cannot manage it, the obligation is lifted from him, just as other obligations are lifted. Indeed, Allah the Exalted says in His Book:
Allah does not charge a soul except [with that within] its capacity لا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[Al-Baqarah 2:286]
and He says:
So fear Allah as much as you are able فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
The scholars have derived from this a useful principle, which is "there is no obligation in the case of inability". Yes.
