, who is the person in debt? The person in debt is the one who is owed money. If a person is owed money and does not have what is sufficient to repay his debt, we may pay off his debt from the zakah, even if his livelihood is going well. For example, suppose a man has a salary of five thousand riyals that is sufficient for his maintenance, but he has a debt; we may pay off his debt from the zakah, even if his salary is sufficient for food, drink, and related necessities. This is because being in debt is different from need; it is not the need for food and drink. The poor and the needy need food, drink, clothing, and shelter, but the person in debt needs to have his liability cleared and his debt paid on his behalf. So we may pay it on his behalf, even if his affairs are going well regarding his maintenance.
