Ruling on Giving Zakah to Those in Debt

Q: His Eminence the Shaykh / Abdul Aziz ibn Abdullah ibn Baz (may Allah preserve him)
Peace be upon you, and Allah's mercy and blessings.
Reference to your letter number 2197/1 dated 15/10/1411 AH, regarding the debt incurred by the brother Shaykh / E. Y. B., the Shaykh of Shaykhs of one of the tribes, due to his expenditures on the Sadiq Institute in the Khudra district, and the construction of annexes for the institute, including the main mosque.
We hope you will inform us whether it is permissible to give the aforementioned person some of the zakah to settle the debt incurred by him as a result of the expenditures on the institute and the aforementioned construction projects mentioned in your letter? May Allah preserve you.

A: And upon you be peace, and Allah’s mercy and blessings, after that:
There is no harm in giving him from the zakah to pay off his debt, as he is among those in debt mentioned in the saying of Allah the Exalted:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debtإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاء وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ...
[At-Tawbah 9:60]
the verse [Surah al-Tawbah: 60]. May Allah guide everyone to what pleases Him, and may peace be upon you and the mercy of Allah and His blessings.
