Deficiency, in truth, is negation. And every deficiency, what is its origin? Its origin is negation, meaning denial, because denial is non-existence. So if you deny, you negate from the one denied an attribute of perfection, and this is deficiency. For this reason, he (may Allah have mercy on him) said, giving an example:
"So ignorance is the negation of knowledge, and it is a defect***, and injustice is the negation of justice and benevolence"
If we say that Allah is not described with knowledge, it necessitates that He be described with ignorance, is that clear? And if we say that He is not described as Just, it necessitates that He be an oppressor, and there is no doubt about this. For this reason, he (may Allah have mercy on him) said:
"Ignorance is the negation of knowledge, and it is a defect***, and injustice is the negation of justice and benevolence"
"The one who attributes deficiency to the Most Merciful is the one who negates His attribute***" "The one who attributes deficiency" is a fronted predicate, and "the one who negates His attribute" is a delayed subject, meaning the one who negates the attribute of the Most Merciful is the one who attributes deficiency to Him, not the one who affirms the attribute of the Most Merciful.
