"O you who stirs up war in ignorance, what power do you have *** to fight the party of Allah?"
By this, he means the people of innovation, misguidance, and associating partners with Allah. They have no power whatsoever to fight the party of Allah, the people of the Sunnah and the community, the people of the oneness of Allah. "Power" means strength.
"How can your troops stand against their troops? *** And they are the guides and the army of the Qur'an, or the supporters of the Most Merciful"
This is a rhetorical question expressing denial, meaning that it is not possible for your troops to stand against their troops in this state, where they are guides and an army for the noble Qur'an.
