"How many a captive, nay a wounded man, nay a slain man, beneath this tyranny in the ages"
This means that this tyranny had captives, it had wounded men, and it had slain men, so the author (may Allah have mercy on him) ascended from the lesser to the greater.
"And you see the coward nearly tearing out his heart from his phrase, woe to every coward"
You see the coward nearly tearing out his heart from this phrase, then he said: "Woe", meaning loss, for every coward.
"And you see the effeminate man when it strikes his ear, the traits of women appear upon him"
The effeminate man means the one who has stripped himself of masculinity and made himself in the position of women. When he hears this tyranny, the traits of women, meaning the characteristics of women, appear upon him. Yes.
"And he remains a male prostitute for every denier of the divine attributes and for every heretic, brother of disbelief"
This means that they place him in the position of a woman, humiliating him through sexual intercourse.
