The questioner : He has neighbors who neglect the prayer, especially the Fajr prayer. He says: I have advised them repeatedly and over and over, but to no avail. Now I am inclined to boycott them. Is my action correct, O honorable Shaykh?

The Shaykh : Yes, your action is correct in terms of advising and guiding, but you are required to continue in this work, for you will not gain from it anything but good, whether they are guided to what you say or not.
As for boycotting, it is not permissible except if there is a benefit in it, for the Prophet (peace and blessings be upon him) said:
It is not permissible for a Muslim to have estranged relations with his brother beyond three nights, the one turning one way and the other turning the other way when they meet نهى أن يهجر المؤمن أخاه فوق ثلاث، يلتقيان فيُعرض هذا ويعرض هذا
Sahih Muslim 2560a
He said:
And the best of them is the one who initiates the greeting وخيرهما الذي يبدؤ بالسلام

The methodology of the people of the Sunnah and the community is that a person does not exit faith through sin, but rather he remains upon his faith. If that is the case, then if there is a benefit in boycotting the sinner, such that he feels ashamed and returns to the right path, then boycotting him is obligatory due to the benefit that follows from it. And if he does not benefit from this boycotting, and perhaps the boycotting only increases his persistence in the falsehood he is upon, then boycotting him at that time is forbidden. Boycotting is a medicine; if it is beneficial, it is required, and if it is not beneficial, the original ruling regarding boycotting a believer is prohibition. Yes.
