Who is the one who explicitly stated this? Abu al-Hasan al-Ash'ari (may Allah have mercy on him), who affirmed that Allah the Exalted comes on the Day of Resurrection, as Allah the Exalted said:
And your Lord has come and the angels, rank upon rank, وجاء ربك والملك صفا صفا
[Al-Fajr 89:22]
And He said:
Do they [then] wait for anything except that the angels should come to them or your Lord should come or that there come some of the signs of your Lord? هل ينظرون إلا أن تأتيهم الملائكة أو يأتي ربك أو يأتي بعض آيات ربك
[Al-An'am 6:158]
This coming is the actual coming of Allah the Exalted, the actual coming of Allah; He comes with His own self.
But does He come in a manner known to us? Is the manner of His coming known to us? No, because this is a matter of the unseen. Allah has informed us that He comes, but He did not say that He comes in a specific manner; He did not inform us how He comes.
Does His coming have a manner? Yes, it must be in a manner, for there is no existent thing that does not have a manner, but it is not known to us. For this reason, Imam Malik said regarding istiwaa' (rising above the Throne): "The manner is not comprehensible" Yes, whereas istiwaa' (rising above the Throne) is not unknown, because it is known by its meaning.
