So is one brought up in ornaments while being during conflict unevident [attributed to Allah]? أفمن ينشأ في الحيلة وهو في الخصام غير مبين
[Az-Zukhruf 43:18]
Yes, a man should not be like women, raised in luxury and pampered, having to be this way and that way.
Women themselves have their own pampering and luxury. The wise Lawgiver distinguished them from men without a doubt, so He permitted them silk and gold within limits, as many of you know, excluding the gold of the pure kind and the like of what is forbidden for men. However, it is not permissible for them to be excessive, letting their minds run wild over the hair on their forehead, the hair on their cheeks, or thick eyebrows like those of a woman, requiring them to be thinned, and so on. This is the saying of the Prophet (peace and blessings be upon him):
May Allah curse the women who pluck their eyebrows and those who have them plucked. لعن الله الناصمات والمتنصمات
So, combing the hair every other day is a Prophetic upbringing for women to stay within the limits of the Shari'ah regarding luxury and not to exaggerate in it. This is the intention.
