The qunut in the witr is before the bowing because that is established in the hadith of Abu ibn Ka'b, narrated in "Sunan al-Nasa'i" and "Musnad Ahmad" and others, that the Prophet (peace and blessings be upon him) كان يقرأ في الركعة الأولى سبح اسم ربك الأعلى في الثانية قل يا أيها الكافرون في الثالثة قل هو الله أحد وكان يقنت قبل الركوع He used to recite in the first rak'ah "Subbuhisma Rabbika al-A'la" (Glorify the name of your Lord, the Most High), in the second "Qul ya ayyuha al-Kafirun" (Say, O disbelievers), and in the third "Qul huwa Allahu Ahad" (Say, He is Allah, the One). And he used to perform qunut before the bowing. As for the qunut of calamity, it is after the bowing because that is what is established in "al-Sahihayn" and others.
