The Shaykh : On this occasion, I am very sorry that many scholars in the present age, and some in past ages, have issued rulings permitting masturbation for one who fears fitnah for himself. We say that this is a negligence of this authentic hadith, which achieves the objectives of the words of the Messenger (peace and blessings be upon him) and his hadiths, among which is his saying (peace and blessings be upon him)
I have not left anything that brings you closer to Allah without commanding you to do it, and I have not left anything that distances you from Allah and brings you closer to the Fire without prohibiting it from you. ما تركت شيئا يقربكم إلى الله إلا وأمرتكم به وما تركت شيئا يباعدكم عن الله ويقربكم إلى النار إلا ونهيتكم عنه
So the Messenger (peace and blessings be upon him) did not leave any speech for anyone or legislation for anyone, but the issue differs according to the scholars. And as some of you know, we see that it is not prescribed. The questioner says: "But I live in a society full of fitnah, and if I do not channel this desire through masturbation, I may fear for myself that I will fall into the major sin." Many people say that if it is within these limits, from the perspective of analogical reasoning now, repelling the greater harm with the lesser, repelling the greater harm of the major sin with the lesser of masturbation. Very few people say to him: "You must fast, for it is a restraint for you," as if he were castrated

The Shaykh : Therefore, if the Prophet (peace and blessings be upon him and his family) ordered marriage, then marriage has become obligatory, this is with one wife. But when he said

because this duality is not obligatory, it is secondary
and three and four وثلاث ورباع
but it is recommended. And it is sufficient for us, the Muslims, especially in this time, to believe in the legitimacy of what came in this verse

because, unfortunately, the Muslims have been invaded in their own homes; the disbeliever has invaded them with his opinions and ideas, and he has beautified the ideas of the disbelievers for them, claiming that the Islamic Shari'ah only orders one and permits the second only out of dire necessity. It is never so. Dire necessity permits the prohibited, but here there is no dire necessity; rather, here is the realization of a goal that the Messenger (peace and blessings be upon him) loves, which is to increase the number of his Ummah (the Muslim community) (peace and blessings be upon him and his family). And consequently, this increase is the strength of the Muslim Ummah, as reality has witnessed, which we have referred to. Perhaps everyone knows that the leader of Germany who started the World War, when the Allied powers, as they called them, collapsed, and he felt that he would be overcome by the number of the Allies compared to the number of his people, made a reward for every couple who increased their offspring!! But this, as the old Arabic proverb says, "In summer, you lost the milk." The Saudis today did not prepare to face the injustice of Saddam, so they went to seek help from the disbelievers and say it is a necessity. Where were you all these years boasting that your state is the strongest state in the Middle East in terms of what? Economic and social, and so on. As for jihad in the path of Allah the Exalted and Majestic, they did not go out except once, a word uttered by their king. Did you hear? Perhaps with the jihad, the Fahd jihad, did you not hear about it?

The Shaykh : Yes, the important thing is that Hitler and the leaders of Germany before him did not prepare for the day of blackness by setting a reward to increase the population. And for this reason, when the Exalted says in the Noble Qur'an
And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy وأعدوا لهم ما استطعتم من قوة ومن رباط الخيل ترهبون به عدو الله وعدوكم
[Al-Anfal 8:60]
strength here is an indefinite noun, and the indefinite noun implies generality and comprehensiveness. So if it is known that the strength of the Ummah is by the number of its individuals, then it is obligatory to prepare with this preparation as well, among the other preparations. Therefore, fighting the duality mentioned in the Qur'an is also a plot of the disbelievers who want to destroy the Muslim Ummah by every means available to them, including plotting under the name of advice. We read articles in some Egyptian newspapers and others that present us with calculations that after so many years, the Egyptian population will be so many, meaning they will perish. Where will they get the sustenance for these millions? These are all Western plots, and disbelief in the saying of the Messenger (peace and blessings be upon him) that when the fetus has passed four months, an angel comes to it and asks its Lord about its sustenance, its term, its happiness, and its misery. So sustenance is guaranteed for every child, but this does not mean that parents should not take the causes of sustenance. No, they must take them. But that the earth becomes narrow in its breadth and does not help to produce what its inhabitants need of food and drink, this contradicts the wisdom of the Wise Creator who decreed their provisions. This is what I was able to answer with.
