What is the ruling on traveling to the lands of disbelief for the purpose of study?

Machine translationRead the Arabic original
The questioner : May Allah reward you. A questioner asks: Is it permissible for a person to go to the lands of disbelief to learn a language or some other sciences?

The Shaykh : I see that it is not permissible for a person to go to a land of disbelief except with three conditions. Pay attention to them:
The first condition: that he has knowledge with which to repel doubts, because in the lands of disbelief there are those who raise doubts, from the disbelievers themselves and from the people of innovation who are there. In the lands of disbelief, there are nations upon misleading innovations. So if a person does not have knowledge with which to repel the doubts that are raised against him, he should not go. Protecting the religion is more important than anything.
The second condition: that he has religion that protects him from desires.
In the lands of disbelief, there are desires, and, refuge with Allah, there is fornication and drinking of intoxicants, and harms and harms. If a person does not have religion that protects him from desires, he may perhaps fall prey to the desires of his soul.
The third condition: the need for it. If there is no need, then no. For this reason, we see it is an error for those people who take their families to the lands of disbelief during the vacation for recreation, because of the waste of money, as they spend a lot of money, and the waste of time, and the absence from the lands of Islam, where they hear at all times the call to prayer: Allahu Akbar, I bear witness that there is no god but Allah, hasten to prayer, hasten to success. This is not found in the lands of disbelief. How can a person be absent from this? Does he not fear that he will die there and he has not heard the adhan? Then what happens to the children and the young ones, as you know, their heads are like recorders; if they see something, it is imprinted in their heads and does not change. This is a great danger. So we see that those whom Allah has blessed with blessings must give thanks for them and spend them in what benefits the worldly life or the hereafter, otherwise they will waste their money and fall into what Allah has forbidden, and what the Messenger of Allah (peace and blessings be upon him) has forbidden in his statement where he forbade the waste of money.
I have closed the remaining one and a half minutes for me, which has three questions.
